A person may have the title of offshore manager, but if every meaningful decision still has to come back to senior leadership, the role is not real. But without authority to adjust priorities, address quality issues, correct processes, or make modest staffing decisions, they are not leading. They are acting as a messenger with a management title.

Scott explains that responsibility without authority does not create ownership. It creates caution. The manager learns that independent action is risky.
